Well, if the explainations given for the 'light in shadow' and 'no stars' are to be taken at face value, then the reflective properties of the lunar surface would be able to return the beam. (or the reflector is from later missions)
Don't like to sound harsh, but "complete garbage". The surface of the moon is not at all conducive to sharp reflection, or the sun would show up as a single spot of light on the surface, rather than lighting up the whole side of the moon from the Earthly perspective. Scattered reflection would be useless for bouncing a coherent beam to return with detectable strength.

And what would be the point of not going if you had to set up everything so that you could go? That would be needed to convince the remaining 400,000 you so dismiss. They wouldn't be fooled easily by a sham mission., too many would know what was required, and if you fulfil all their expectations you may as well just go. The fake would be more difficult than the real thing then!

BOAC - The idea is you would then follow up with a nice ride to the moon. I'm sure something could be attached to the top of the Ariane 5 or newer Delta rockets. Maybe something like Space Cowboys would work...

"Not all conducive! But Tranquility surface may be!
Reflectors placed there later maybe, i.e. Apollos 14, 15, 16, or 17.
They didn't land anywhere near Tranquility!! You may ask, But they could have dropped something off!

Seen Capricorn One? If not, suggest you do, it would explain a lot.
The main issue at the time may have been;
Because they couldn't achieve the aim before the end of the decade.
