Hello? Captains and first officers.
I found this "operators applying U.S. Ops Specs" at the end of 10-9A(DELHI)
What does that mean?
it exactly says
5. operators applying U.S. Ops Specs : approved HUD required below 150m.

In the US air carriers are issued OPSPECs (Operations Specifications). These are a number of boiler plate authorizations for various elements of an operation. Some are mandatory, others are optional.
As far as your question all it is saying is that a US operator would need to use the HUD in the given situation.
