I'm sure someone with more knowledge will expand further, but from memory it does nothing useful, it's just a unique string of letters and numbers that will identify the briefing, should you choose to save it.
It's there as a hangover from the fact that NATS bought an off-the-peg system for the AIS that also includes online submission of flight plans. If that part of it were in use, the 'briefing id' would actually be the callsign field from the FPL. However this is the UK and having online flight plan submission like they have in so many other countries would involve spending money and would be just too helpful to those nuisance weekend flyers, therefore we don't have the feature.
However the techies found it impossible to remove the field, hence the silly mandatory 'briefing id' that
