Question NAT Region Contingency Procedures

Having seen the following this week amongst the NA Track info, can anyone tell me what NOTAM CZQX A0621/06 is? I can't find reference to it anywhere else, or what it actually contains:

ATTENTION PILOTS. INFLIGHT CONTINGENCY PROCEDURES FOR THE
NORTH ATLANTIC REGION WILL CHANGE AS OF 0602160000. REFER TO
NOTAM CZQX A0621/06.

Call your weather briefer or flight planning service.
Effective 16 Feb 06, Track offset procedures for both the Atlantic and Pacific airspace will be 15 (fifteen) NM. Current track offset for in-flight contingencies is 30 NM in the Atlantic and 25 NM in the Pacific. Note: This does not affect strategic lateral offset procedures.
