Does anyone know of a website which will allow me to download JAR OPS 1?

I should have mentioned - I am looking for the ability to download the document for free!

You will find JAR-OPS 1 (Commercial Air Transportation (Aeroplanes) (Amendment 8)) on the before mentioned website for free.

Section one only, all the interesting stuff is in section two, and for that, one has to pay.

Here you can get ICAO annexes for free "http://dcaa.slv.dk:8000/icaodocs" , but I don't know about JAR documents. Try your nearest flying school, charter company or airline to get (access to) both section one AND two!

Seems part of the URL becomes a smiley ... it should be - without the spaces - http://dcaa.slv.dk : 8000/icaodocs/ ...
