Elevators on MD-82?

Was recently taxiing behind an Air Adriatic MD-82 at Dublin Airport and couldn't help noticing that the elevators seemed to be split i.e one up, one down. Thankfully this only seemed to be a taxiing phenomena. Any ideas as to why this is?

Is just because the elevator itself is connected to nothing. It is balanced by a weight and is moved in flight by the aerodynamic load produced by the control tab. When it accelerates on the runway, you clearely see both elevator aligning in the air stream.
