Charter Airlines and Safety

After the Helios crash a lot of discussion took place about the safety of no-frills and charter operators.

I understand that there are a lot of misconceptions and stereotypes, among the flying public, about the safety of tour-operator chartertered aircraft fulled by some high profile accidents such as Flash Airlines and Birganair(sp) in the Carrebean back in 1996?

The question is, were ever charter flights less safe than scheduled ones or it was just a perception by the slf - when they see them flying in older aircraft in the 70's and the 80's? and if they were, what were the reasons for this gap? (The term charter applies to flights carrying slf as part of a package hollidays).

Can we say that it was due to older aircraft and more difficult operating environment like night flights to LGKR?

Some answers would be most useful and for that I thank you. If there is a need to move the thread to another forum please do it.
