It’s all in the open and both airlines know so I’d always assumed it was ok.
Under EASA/CAA it's allowed but only with all parties agreement so that FTLs aren't busted and employment contracts aren't breached. Most companies don't have the systems in place to facilitate it.

Err, no. You only have to do the OCC once before flying for the first time for an operator. There are even operators who have agreements to cross accept OPCs so you don’t have to do two every 6 months. Obviously not the case here.
I know of a US private jet people who flew for two different owners, each paying him a competitive salary, one was adjusted for health coverage. Both owners were bidding up salaries when they each decided to stop, make their rather non-demanding schedules (COVID times) work. He likely was the highest paid pilot in the US on an hour flown basis.

think you’ll find that both sets of ops manuals will specify this , therefore illegal to operate outside of the ops manuals
