Hmm? Not sure quite what you mean but here goes:

US GNSS satellites are the property of the Dept of Defense (DoD) and called NavStar. The constellation is monitored and controlled from Schriver AFB.

The Russian GNSS satellites are GLONASS - sorry can't tell you where they are controlled from.

Europe has an embryonic GNSS satellite programme called Galilleo. There are 2 flying at the moment(GIOVE A & B). A joint undertaking (JU) will controll them. Suggest approaching through the European Union websites or GIANT or Eurocontrol.

The Chinese and the Indians both have aspirations too.

Hope this helps.
