What is the best way to get a PPL B in the uk?

If you mean a twin rating (used to be called a B rating) then go to a flying school and ask for their MEP (Multi-Engine Piston) course. 6 hours flying (mainly on one engine!) and 7 hours ground school.

If you mean something else, be more specific.

Sorry, I am interested in how much does it cost roughly to get a Balloon Private Pilots Licence in the Uk
