You can hour build anywhere, not just at JAA establishments. You just need to have flown the required number of hours in an aeroplane.
Try to get your logbook signed by the company that owns/uses the aircraft to certify your hours.

maybe a silly question but does the so called hour building all have to be X-country or is it just the hours needed I.E. lots of local flights taking off and landing at the same location not land aways ?

There are certain requirements for a JAA CPL, one is 20 hours of XC flight including one flight of not less than 300nm from the airport of departure. Full information can be found here: LASORS: LASORS 2008 | Publications | CAA
From my understanding, you would need to be careful if hour building in the US with a mate. From my understanding, under FAA rules, when flying a single pilot aircraft (C152, 172, PA-28 etc, etc) both the handling pilot and "buddy" can log the hours. However, under JAA rules, only the handling pilot can claim the time. I'm sure others who have actually done this can shed more light on this. My flying time in the US of A was either being checked out by the schools' Instructor or then solo hire.
Anyway, that is the only restriction I know of. Personally, I'm convinced the experience gained flying in other countries is even more valuable than just flying between two UK country airfields for a coffee stop. For example, the last words from my Instructor before I headed off solo in Oz - "Remember, Mate, the sun is in the North out here - so no getting bl**dy lost then, eh?!" Up until then, never thought about it! LOL!
