Put simply, Part 135 covers "on demand operations" like Air Taxis, rush delivery of spare parts and the like. If you hold yourself out for hire like this then you need Part 135 certification. It also covers commuter operations. You won't need to bother with part 135 it if you are a group owning a plane even if you rent it out for instruction. That is a good thing, because part 135 is a lot more involved than 91.
