NOTAMS in advance

I have always checked the notams on the day of the flight. However I am wondering how far in advance is it safe to check the notams, and be sure that none will be added afterwards?

Is is safe to check the day before?

NOTAMs can be issued at any time, for example if a runway is closed by a crash.

From that point of view you can never be completely sure of being up to date. But the later the better.

Annex 6 - "The pilot-in-command shall not commence flight unless it has be ascertained by every reasonable means available that the ground/water area and facilities available and directly reqired for the safe operation of the aeroplane are adequate, including communication facilities and navigation aids.

Note - "Reasonable means" in this standards is intended to denote the use at the point of departure of information available to the pilot in command either through official information published by the aeronautical information services or readily obtaindable from other sources."


In other words you must check at the last oportunity before flight and if there is no official info available, you can use unofficial info.

If you leave home and drive to a farmstrip then IMHO, checking before you leave the house would be "reasonable".

The FIS can provide updates when enroute. I can't remember the exact figure but FIS will provide a warning regarding certain info that has been issued after a time 1hour(?) before your departure time. This means that you should have got it prior to flight if ti is older than that.

The UK AIS site has the facility to give you an update. If you took the brief the day before the update will just show what has changed, allowing you to do a quick last-minute check. Go to the Briefing Handbook which will include yesterdays brief, highlight it and choose "update".

Presumably you know about the NotamPlot/AvBrief pairing which reduces the time taken to review NOTAMs to about 5% of that required by the AIS site?

Nor do you for NotamPlot/Avbrief, you just need to register with AvBrief at no charge.

There is however a cloud on the horizon.

The working group dealing with the initial problems of the UK AIS site requested that a download of the raw NOTAM data be made available for use by programs such as NotamPlot. While NATS and AIS had no objection the CAA blocked the proposal, although they are happy for AvBrief to provide it.

Anyone concerned with Quality Management will recognise that this introduces an additional potential point of failure and is therefore undesirable. (No criticism whatsoever of AvBrief)

The reason for this strange decision by the CAA is now clear.
Eurocontrol have a proposal to charge for AIS data. It's easy to start charging AvBrief and the other briefing services, not so easy to introduce web user charges.

A lot hinges on the result of a court case currenly under way in Australia. Airservices Australia, who provide the Australian AIS are attempting to assert copyright in the AIS data and to charge commercial re-publishers for it. Jeppesen are refusing to acknowledge copyright and the court case will determine whether or not AsA are entitled to it.

If AsA win it will strengthen Eurocontrol's position and we can expect to see a lot of costs rise. AIS data is used by briefing services, flight guide and chart publishers, in GPS databases and in FMCS.

There are nearly 200 ICAO contracting states providing AIS services and they will all want their slice of the pie.

Annex 15 of the Chicago Convention currently says that the cost of providing AIS services may be recovered from Aerodrome and En-route charges.

Assuming that DublinPilot is based in or near Dublin (seems reasonable ) then he will have to subscribe to Avbrief to get the appropriate FIR data. Or am I getting my FIR codes mixed up?
