A/C hire in San Francisco
Hi, im off to San Francisco/San Jose for a week or so over the summer. Does anybody know any good clubs that will rent a PA28 to a low houred PPL? Hourly rates?

Try Palo Alto (KPAO, http://www.paloaltoairport.org/). Several clubs there - eg Palo Alto Flying Club, Stamford Flying club and Sundance Flying Club. Also try www.landings.com for local info.

Good timing! I have just found a suitable outfit at Palo Alto and have just yesterday booked my checkout to be done while there on a business trip later this month, with a view to hiring again on subsequent trips and with wife/kids on holiday during the summer...
The two airfields that are relevant closest to San Francisco are San Carlos (KSQL, ref http://www.airnav.com/airport/KSQL) and Palo Alto (KPAO, ref. http://www.airnav.com/airport/KPAO) - both are close to KSFO (8 miles south and 25 miles south of SFO respectively) - just a short drive down 101 from SFO.
There are a few clubs at these airfields: one of the biggest is the West Valley Flying Club (http://www.wvfc.org/) which has operations at both airfields. I called in there on a recent visit to the area and was impressed, looks like a really great organisation - and has lots of aircraft and lots of (mainly freelance) instructors. The snag however for short-time infrequent visitors to the Bay area such as myself (maybe 4~5 visits s year, depending on the vaguaries of business) is that being a member-owned and funded club, you have to pay a fairly hefty joining and membership fee, which isn't really worthwhile if you aren't going to use the facilities very often.
Then I was directed to another club at PAO, called Sundance Flying Club (odd name!?) which caters for visitors and avoids the membership fee snag by simply adding $10/hr to the rates. Their website is http://www.flysundance.org/ and the aircraft/rates can be seen here: http://www.flysundance.org/fleet.htm (add $10/hr to these rates for non-members). I can't recommend them from experience until after I fly with them (should be in 3 weeks time - I have booked an Archer), but I can certainly say they are friendly and easy to deal with...
The other alternative which might make sense to look at which is a little bit further south would be Reed Hillview (KRHV, ref. http://www.airnav.com/airport/KRHV) in Santa Clara county (just south of San Jose) - I think there a a few palces to rent from there, but haven't checked any out.

Reid Hillview would be a better alternative in my opinion.
But as per my e-mail with uk cloud, strongly recommend East Bay airport of Livermore. No club fees, plenty of a/c to choose from, and BART pickup is possible!
