A man accused in a CIA report of having links to al-Qaeda was employed as a baggage handler at Sydney Airport's international terminal before the Sydney Olympics.
The ABC's Four Corners program last night disclosed the "secret" CIA report, which reportedly outlines significant al-Qaeda links in Australia.
It reported that Bilal Khazal was employed as a baggage handler until a security review was carried out at the airport before the 2000 Games. Mr Khazal was "shifted to another job".
Qantas confirmed last night he was an employee until March 2000. An airline spokeswoman said he resigned because of ill health and that she could not provide any further information because his file had been archived.
Mr Khazal now operates the website of the Islamic Youth Movement in Lakemba. The organisation describes itself as a "group of Muslims whose aim is to please Allah".
According to the CIA report, which Four Corners says was released last year, Mr Khazal trained in Afghanistan in 1998 and was the subject of intelligence around the time of the Sydney Olympics in 2000.
Mr Khazal has been raided by Australian authorities, including ASIO, but no charges have ever been laid against him.
His passport was confiscated last February, a day before he was to go overseas.
The CIA report, according to the ABC, claims "al-Qaeda has reportedly become very active in Australia and there are rank-and-file leadership elements heading to Australia with forged passports".
A spokeswoman for the Attorney-General, Daryl Williams, said the Government would make no comment on specific claims in the report.
"However, we have been at a heightened threat level since September 11. However we're not aware of any specific terrorist threat to Australia."
The Australian Federal Police's director of counter terrorism, Tim Morris, would not comment on Mr Khazar, but told the program: "Obviously al-Qaeda is of a major concern to Australian agencies."
The program also detailed intelligence from the Philippines which claimed Australian-based supporters of an Islamic separatist terrorist group in the Philippines have been involved in funding the organisation's arms factory.
It is alleged that the intelligence reports reveal Australian-based supporters of the Moro Islamic Liberation Front, or MILF, a Muslim separatist group active in the southern Philippines, have also provided more than $US1 million ($1.5 million) to buy vehicles.
The arms factory was said to be used to produce homemade rocket-propelled grenades and launchers.
The program also said that staunch supporters of Jemaah Islamiah's spiritual leader, Abu Bakar Bashir, had attempted to take over a mosque at Dee Why and make it a base for extending their support.
Mr Morris said the two brothers allegedly behind the drive, Abdul Rahim Ayub and Abdul Rahman Ayub, had since left Australia.
"I think they had aspirations for it to become operational in the sense that one day it may have been capable of launching terrorist attacks," he said.

Terrorist cell found at Sydney Airport
We've just been notified by Security that there have been 6
suspected terrorists found at Sydney Airport. Five of the six have been apprehended.
Bin Sleepin, Bin Loafin, Bin Goofin, Bin Lunchin and Bin Drinkin have been taken into custody.
Security advised us that they could find no one fitting the description of the sixth cell member, Bin Workin.
Security is confident that anyone who looks like he's Bin Workin will be very easy to spot.

Judging by effect one would think that Sir Peter Abeles, Rupert Murdoch,Graeme McMahon, Sir Selwyn Cushing and the rest of the Air NZ board were Al Quaeda operatives.
They all contributed one way or another towards the crumbling of an airline with massive disruption, financial collapse and hardship to peoples lives.
