Air Services Tax OZ 2007?

I heard there is some kind of charge being introduced in Oz next summer and not 100% sure as to what this is... something like an Air Services Tax and this would drastically increase the cost of flying in Oz and also for trainee pilots???

Anyone shed some light or know if this is true?
