Hot Air Balloons and VMC

I was driving along out in the country the other day in fog with a visibility of around 200 metres when I came across a hot air balloon in a paddock with a load of passengers. I assume he was attempting a flight as there were two back up vehicles there. When I pulled over to watch, he was airborne but only a couple of metres and landed then got on his radio. I couldn't hang around long enough to see what happened. One would assume that balloons are limited to the same VMC conditions as aircraft. My question is, are there any regulations pertaining to things like VMC that differ for balloons? Not sure the passengers would have had such a great view though.
