Fact or Fiction - $200 to go airside at YMMB ?

Just had it mentioned to me that passes costing $200 are to be issued to anyone wanting airside access at YMMB. Is this true?
We are already paying a very high level of rent. MAC should issue a number of passes to companies gratis on a pro rata basis of the amount of rent they pay (including aircraft parking charges). e.g. $600 rent plus 4 aircraft = 8 passes. And what about students or pax? - do they have to pay extra too?

I know that MAC have been issuing passes for some time to take vehicles airside. Is this what they are for? Was always a pain off loading freight over the fence after the system came in. It couldn't be issued to our company because we didn't own the vehicles. Had to be issued to the vehicle owner.
