FAR Part 129

Are FAR Part 129 certified operators, usually exec/charter operators ? OR would a foreign scheduled operator eg BA / KLM need Pt. 129 certification as well ? You may have discerned I'm slightly confused by FAR 129 !

BA and KLM operate under part 129, as do other foreign airlines operating within the US.
