Try the CAA Safety Regulation website - sorry don't know address!
It is alot of work, I did mine the old section L way, but it is worth it, a bit more expensive and more exams. Quite a few of my younger colleagues are almost finished there last few modules and looking forward to getting made up to Licensed Eng's.
It may take up to 2 1/2 years so you really need to decide if you want to do it seriously - I would recommend it as the difference in pay between tech's and licensed guy's can be quite considerable, and the new scheme will allow you to work in a larger number of countries around the world without having to convert licenses.
If you want more info feel free to send a Private Msg and I'll see what info I've got or can gleam from my mate's.
Good luck!
