Spares holding and contracts to deliver various items are in a woeful state in many nations. It takes months for their MoD bureaucracy to process contact awards; maņana, it seems, is far too urgent a concept!

Budget negotiations going on in Germany right now. Every minister is requesting his "perfect" needs. This is why it might be considered helpful to feed the media with a little drama.
I admit Bundeswehr has been underfunded for years as super expensive global operations partly were funded by just taking out funds from the running standard domestic defence budget. This is why they ended up with low spare parts, low training hours, low availability and such. It will take some years to rectify this. Future conflict scenarios unfortunately become more coldwarish again after the Crimea shock.

"Cooling fluid is leaking from sensors in the wings that are supposed to detect enemy aircraft, making the sensors unreliable.
The problem could be easily repaired, but engineers are unable to source the necessary parts because the manufacturer has gone out of business"
