RCAF aircrew selection process.

Just one quick question, when you apply as aircrew without a university degree, and are the accepted after going to the aircrew selection centre and medical, are you guaranteed a paid education whether its RMC or civilian along with well as a flight training slot? I was told their only accepting around 300 ROTP apps. Im basically wondering how the ROTC program works for aircrew. Thanks in advance.
