Jurgis Kairys - barking or brilliant, sometimes it's difficult to tell! Pretty sure this was filmed in Kaunas, his home town. I think he was running for the office of Mayor and thought it might get him a few votes.

I suppose it helps having an Su26 under you. Barking, I think.
