Who is REALLY running the military?
In light of General Mike Jackson's comments last night, and listenting to recent procurement fiascos, I have to wonder; who is really running the military? If leadership is 90% example, 10% direction - then I'm more troubled today than I was yesterday.

Some how i get the feeling of too many c(r)ooks saying pop into my head

Civilians have run the military for a very long time as any reading of Pepys diary will demonstrate or for the musical any listen to the lyrics of Gilbert and Sullivan.
Even under a military dictatorship civilians will, in some the form of a civil service, still play a large part in how things are put into practice.
