May I suggest eight 1000lb retarded bombs for the mission (you mentioned its a low level mission). Also perhaps having the terrain following system fly the aircraft if visiblity is poor.
The air to ground radar probably wouldn't pick up circling crows. Even in air to air mode the radar may struggle to detect the crows unless they were some sort of hybrid super crow, with aluminium skin, highly durable metal matrix composite feathers and a titanium beak.
