Although some airlines argue that in today's competitive environment they can no longer take the financial risk of funding TRs for low hour pilots, another interpretation of this self-sponsored TR trend is that the beancounters have hit upon another money saving (or money making) wheeze to improve the bottom line by no longer paying for this training.

One would assume this situation will persist until the supply of moneyed wannabes dries up, or perhaps the Daily Mail runs a shock-and-ore exposé on how airlines are shaving costs by letting inexperienced pilots buy their way into the cockpit.
