G'Morning everyone.

Quick question, when it comes on a planning stage, while discursed with few other people we have differents points of view.

Can i plan an IFR flight plan to a destination that have a NOTAM stating no IFR flights allowed BUT that will be allowed when landing?
Example: ETD 1200z / ETA 1300z. NOTAM ends at 1245z.

On my understanding, YES, but planning 2 dest alternates.

I coudnt find any info regarding this on the EASA rules, but maybe its stated somewhere else?
