Persoanlly I think for CC that a chirp would do more to solve the problem than a MOR.
The MOR system is huge and in some ways clunky. Its purpose isn't really to sort problems out more to get statistics about whats happening out there. As flight crew we do submit them fairly frequently but mostly it will be for some techinical reason which then engineering will have an input and then its never heard of again.
Personally I have never used chirp but know people that have. It has been known for the next day a phone call from the CAA to the relavent post holder asking some rather direct questions to be the result.
