If one has to ground 40% of the fleet, so what ? Some operators are like dogs; they need to be trained the hard way; stick and treat. If it does not work the first time, do it again... Unfortunately in our highly regulated world, people responsible to ensure the compliance with the rules have no clues whatsoever how to enforce them; and if they ever try; some phone calls will arise in order to stop the process; all good until a crash; but the odds are in our favour so far.
It is not mystery that i fly at NJE; at least on the last 8 years i have been there, i never had to bend the rules; sometimes having to ground the plane in odd places, because not melable. Other times a special waiver was issued by INAC and the manufacturer ( along with the limitations) to extract the plane towards a maintenance facility. Or having an one off authorization to perform a "maintenance" action; like resetting an hydraulic by-pass filter.

What I mean to say is : there is ways to operate with the book; sometimes it can appear burdensome or not efficient, but it is the book. Regulations are the borders of our job; there is no grey zone, since we do not have to interpretate it is either go or no-go.
We are paid to operate within these borders, but not to cross them; a bit like a DH...no contact go-around; no need to to a Cat3 like approach on an NDB approach..
The official reporting tools are going nowhere, people are operating out of UK "privately", like in France, or else with their "friends" on board, and it will not change anytime soon.
I often tell the young guys, that the most difficult decision that they will have to take, is to say no; as a consequence they might loose their job, integrity has a price.
This price is often high, from leaving to be dismissed, but if your gutt feeling says no; do not go....If your gutt feelings do not speak, you need probably more experience.

I never thought it was that hard to play by the rules......I actually found it fun to mitigate all risk from the flight well beyond what was required by the FAA or manufacturer..

Literally got to the point where I was bored to death....and even when something did happen, it was the only thing going wrong, so it was very manageable....

It's the same old tired conflict...those that like to do things right and those that can't, so they cheat....

In reality, I found that most of the flight departments that were playing games, usually closed up in a few years...get a charlatan working with a debutante and usually it implodes....
