I think you were correct the first time RR; although I can't find a designation for it, this looks pretty conclusive!

On the other hand; there are detail differences on close inspection! Unlike Bradenav's drawings, the tip floats appear to be fixed on the "flight" photo, the deflector on the nose looks bigger too, as it would surely show up on the plan view if it were that wide and there's a window missing, but it is only a model.
Here's a later plan showing more differences to the trailing edge/nacelle contour, so maybe keep looking? I'm off line now 'til tomorrow lunchtime. Good luck!

The full answer was Shin Meiwa Light Amphibian ( LA ).
Another source says Shin Meiwa " SS-X "
Sinco should have the control ,don't he ?
