So not US, European, Russian or Japanese, and I'm presuming not Chinese either? That should in thoery make the task easier! So it could be the rest of the America's, Africa (unlikely), Asia (maybe) or Australia (possibly?).

Must be Nicaragua, then. After all, they declared war to Germany and Japan, and, some say, to Finland, too, which piece was not part of in the Versailles peace treaty. This has led to a long-lasting discussion in Finland about the possibility that the war is still on….
