Standard Arrival & Departure Routes - Who Creates Them?

I am sure this question has no easy straight forward answer - however any feed back would be appreciated.

If new procedures for airfield arrivals and departures are requested by operator/owner of an airfield is there a set procedure that needs to be followed. Are NATS responsible for creating new arrival or departure routes?
