Question for Newcastle

I'm always a bit reluctant to pick up the phone to busy supervisors - so I'll try pPrune for a technical question.
We were flying the ILS/DME 07 procedure in the sim today and noticed (a) the published altitude to intercept the GP is 2200/1940, but (b) Noise procedures state "not below 2300QFE before intercepting the glidepath".
Question is, how to reconcile these two statements.
