A320 Spoiler MEL Condition- SFCC 2 Flap Channel Must Be Operative.

While invoking MEL of Spoiler (except for 1 or 3) it's mentioned that SFCC 2 Flap Channel must be operative.
Kindly share why and also why not if we are dispatching #1 or #3 in MEL.
