Narrative:
Originally en route to New York, NY (KJFK) from Hong Kong (VHHH), a Cathay Pacific Boeing 777 requested diversion to Toronto, ON (CYYZ) for fuel considerations. After receiving reroute crew later declared minimum fuel. Information coordinated to the Toronto Area Control Centre (ACC). No delays anticipated.

Yep,

Due to delays at JFK they chose to divert to YYZ, during the diversion they got a change to the existing clearance so declared minimum fuel and landed safely.

ICAO Annex 6 Part I.
4.3.7.2.2 The pilot-in-command shall advise ATC of a minimum fuel state by declaring MINIMUM FUEL when, having committed to land at a specific aerodrome, the pilot calculates that any change to the existing clearance to that aerodrome may result in landing with less than planned final reserve fuel.
