You're referring to the Piriform download page right?
It's just designed to make you assume it's payware. You can still download & run it for free. Evidently, the redesign works...

No it hasn't but they have made it more difficult to sort out where the free version is.

Indeed so. I noticed exactly this, yesterday.
Look carefully underneath the buy online and download (http://www.piriform.com/ccleaner/download) button screaming in your face and you will see discrete links to download free-of-charge from Filehippo and Piriform just as before :)
Thanks all - not the first company to do this. A successful piece of 'camouflage'!
