May a/c dispatch with missing landing gear safety sleeves? I found some documentaries but no results. Is this problem airworthiness or not?

look in the MEL
sometimes the ground gear locks stowed on flt deck on the baulkhead along with a greasy red flag rolled up, for the crew to see if they have been removed before flight.

The 'landing gear safety sleeves' aka gear lock pins., if that is what you referring to, is not included in the MEL. The absence of it does not affect the airworthiness of the a/c in flight in anyway.
Is the a/c you are referring to a A320 ? It would be better if you could describe the 'landing gear safety sleeves'.
