Is there any substance to the rumours that HK may re-open the expat program to cope with a min. 8 to 10 resignations due to controllers getting too old/rich?

HK rumour control is usually pretty good.Some older locals are retiring as well as the gweilos that have had enough for various reasons.
CAD would need to get past the Civil Service as the localisation policy still rules.Could happen then again maybe not.My bet is that it probably will happen.When? When some more get too old/rich.
