Eh Buster, maybe your cage is a tad to far from the action at Luton.
And there I was thinking that all the construction and gradient work between the main apron and the northern apron was part of the new taxiway project. Either that or a new dry ski slope is being put in so all those easy passengers on their delayed winter holiday flights can get in some practice.
As for the runway, it is due for a new tarmac top but that’s it. No parallel taxiway as far as I know unless you know differently.

Info that I have relates to re-locating the fire station and widening the taxiway to facilitate a more gentle turn off through taxiway bravo, so you will probably see this happen in the next financial year?
Once this has been done, a parallel can be contructed across the car park toward 08 threshold.
Looks like plenty of work for Luton Relic, shame he is too busy to go to the horse racing this week (Assuming he was invited?)!
With both Mr Brooks and Mr Bishop both slagging off the BAA, the synergy between the two should yield a few babies?
