STEADES global safety trend Bar chart

Can any one please advise what is the correct interpretation of the bar chart/histogram chart?
The digits like 0,0 0,5 1,0 1,5 2,0 in the x-axis, How should they be interpreted?

I suggest you look at this Decimal mark - Wikipedia, the free encyclopedia
To make it even easier, replace the comma with a dot and you are home free (0.0, 0.5, 1.0, ...)
