It's quite astonishing to relate that an internet search for 'Namibian Air Law' produced this website at the top of the list.
http://www.redskyventures.org/doc/cplcar.pdf
The note to the text leads one to an inescapable conclusion. To whit: That either the Red Sky Ventures document is out of date or that Namibian air law is retarded. There's always the challenging possibility that both conditions prevail.

Quiet correct. As can be seen on the document, it is dated 2004. The author (a flight instructor and designated examinier at that time) has since left the country, so has the majority of the legal drafters of the Namibian Air Law.

The best advice is to get hold of one of the local flight training schools (NATA or Westair Aviation). In any event, your validation has to be done through them.

Good luck

Seems a bit arse-about-face? Surely researching the air law exams, then booking the ticket would seem to be the correct order!
